Ok, I've changed the server program to only send data when some buttons are pressed. If nothing is pressed i.e the input is 000000000000, the server does nothing.
Here's a clearer picture of the server and on the background, the pressure bars 2 and 3 being depressed can be seen.

Further, the server also sends data to the output circuit indicating if the input doll and output are in the same country.
The corresponding LED on the output circuit lights up if both the input and output are in the same country.
Below, the output circuit is shown.
